Minutes for Selectmen’s Meeting

Selectmen present: Ladd, Brooks, Rheaume; Others on agenda: DOT; welfare officer.

Met with DOT re Stratford pavement rehabilitation project (Tetreault Rd. to Columbia); new guardrails and majority of cross culverts. Telephone line cur5rently buried; will be placed above (underground lines to be abandoned). No PNGTS issues. Water not an issue. Shoreline and wetland permits acquired. All work to be done in the right of way. Traffic control to occur—one lane at all times during work hours, with ½ mile dirt road at most times. Speed limit down to 45 mph. Bid to be awarded in three weeks; project is 80% federal, 20% state. DOT will host an information meeting by the end of March or start of April in Stratford. Set of plans to be supplied.

Brooks/Ladd (3 voted yes): enter nonpublic session under RSA 91-A:3, II(c) re reputation at 3:48. Present were selectmen and welfare officer. Brooks/Ladd 3 voted yes): return to public session at 4:01. Brooks/Rheaume motion (3 voted yes): seal the minutes.

Brooks reported a meeting will be set up re ordinance writing re Northern Pass.

Rheaume recommended selectmen not sign electricity contract with Nextera; board agreed.

Signed manifest.

Signed bank TAN to borrow money against current taxes.

Abated Cutting property located in Odell, not Stratford.

Abated incorrect Connolly Cabins assessment.

Reviewed and approved Baldwin Fund application.

Rheaume/Ladd motion (approved 2/0): approve minutes for 5 December.

Received counsel’s letter of support to First Colebrook Bank re TAN.

Received notice Big Rock no longer responsible for Diamond Trail (property taken over by bank).

Received Fortin mowing quote for next year for the cemeteries.

Received letter from Normandeau’s stating it did not owe town any reimbursement re the G Paquette cemetery issue.

Received survey of towns affected by Northern Pass.

Brooks/Ladd motion (approved 3./0): encumber the balance of the salt shed funds received from insurance for rebuilding the salt shed.

Received request from Child Advocacy Center of Coos for $500 warrant article.

Board agreed to send thank you letter to Eric Routhier of Bloomfield for assisting with the tree; no funds authorized for man lift.

Brooks/Ladd motion (approved 3/0): adjourn at 3:40.
